Maybe... just assuming by some buzz word in your post...
You are trying to install Solidworks on your LAPTOP which means it might be a Windows 11 operation system... and you (the setup) tries to install a SQL Server 2019 Express onto Windows 11... and that doesn't work?!
There is a known "bug".
Windows 11 uses different block sizes for disc alignment (32k) which aren't supported by SQL Server.
BUT there is a work around

)or, what also might help... add the traceflag 1800 to the SQL Server startup parameter
